Parliamentary Situations

Assume only the following:

  • You have all the necessary information.
  • Each situation involves only one parliamentary authority, i.e., RONR.

Parliamentary Situation #1:

A motion was moved, seconded, and stated at a monthly meeting. During debate of an amendment to the motion, a motion was adopted to refer the motion to a committee with instructions to report recommendations on the amendment. The committee later reported recommending that the amendment not be adopted. The chair then stated, "The question is on the adoption of the committee's recommendations. Is there any discussion?" There was no debate. The chair took the vote.
Was the chair correct? Why or why not?

Parliamentary Situation #2:

According to our bylaws, before our convention, resolutions may be sent to the resolution committee, which must then report them to the delegates for action. When the chair of the resolution committee reported the first resolution as amendment by the resolution committee, the chair rejected the resolution because there was no formal motion from the committee.
Was the chair correct? Why or why not?

Parliamentary Situation #3:

Our convention delegates routinely adopt resolutions at their annual meeting. This year a member moved to rescind a resolution adopted by the previous convention of delegates. The chair ruled the motion not in order.
